ICONS Character Builder
The ICONS (also available in PDF) ICONS Character Builder is a LibreOffice spreadsheet intended to facilitate creation of ICONS characters. It may or may not work with Excel if converted to that format from within LibreOffice, but I make no promises, and I do not intend to spend any time working on that.
